WSJ Op-Ed: The Return of Welfare as We Used to Know It

Upon signing the historic 1996 welfare-reform legislation, President Bill Clinton proudly proclaimed that “today, we are ending welfare as we know it.” He added that he hoped “this day will be remembered not for what it ended, but for what it began.” Unfortunately, under President Obama we are beating a path back to big government and away from the independence and mobility that welfare reform sought to foster.

I’m very proud to have been one of the authors of that 1996 legislation. It replaced a permanent entitlement with temporary assistance, and it block-granted money to the states, giving them the power to design and deliver welfare as long as they adhered to federal work-requirement rules.

The law transformed the lives of those who were in or near poverty. Welfare rolls dropped by more than 50%. The work requirements provided a path toward self-respect, work skills and a ladder to success. Poverty levels and unemployment also declined.

Doors open at 12:30 PM and the film will begin at 1:00 PM.
